This workflow automates the end-to-end creation of a new Volon plugin, removing manual steps and ensuring consistent artifacts, manifests, and task records are produced for a plugin proposal and scaffold.

• Idempotent scaffold generation: runs preflight checks, avoids overwriting existing plugin directories, and skips stages when artifacts already exist.
• Structured authoring stages: drives ideation, requirements, spec, plan, and task creation with clearly defined artifact templates and locations.
• Repository integration: reads volon.yaml and PCC, derives a slug from the provided plugin name, writes artifacts under artifacts/plugins/<SLUG>, creates .volon tasks, and finalizes with a bootstrap update.
