What problem does it solve?

Manage the lifecycle of Conductor tracks, including status updates, task completion, and phase transitions. All operations follow the Evaluate-Loop process defined in conductor/workflow.md to ensure quality gates and reduce drift.

• Evaluate-Loop workflow: PLAN → EVALUATE PLAN → EXECUTE → EVALUATE EXECUTION → FIX to enforce rigorous planning, execution, and recovery.
• Metadata and governance: uses v2 metadata with explicit loop_state and checkpoints (PLAN, EVALUATE_PLAN, EXECUTE, EVALUATE_EXECUTION, FIX) for robust track tracking.
• Track navigation & progress: supports marking tasks complete, transitioning between phases, and keeping conductor/tracks.md in sync.
• Pre/post execution evaluation & recovery: conducts evaluations before completion and creates fix tasks when necessary to preserve system integrity.
