Yes, a genuine independent review needs a fresh context that has not inherited the owner's conversation or self-assessment. If no fresh reviewer is available, the workflow records self-review-only and blocks gates where independent review was explicitly required.

Each gate allows a maximum of three rounds: one initial evaluation plus two repair-and-recheck rounds on frozen snapshots. If material findings remain after the third round, the gate is marked BLOCKED and the blocker is escalated rather than delivered as accepted work.
