Plan the scope of a run by discovering available work items and suggesting groupings, enabling efficient, deterministic execution.

Quick Start

Run the planner to obtain a run plan before invoking run-execute. Steps: scan the filesystem for intents and work items, reconcile with state.yaml, and present options for single, batch, or wide execution and wait for user selection.
