What problem does it solve?
The Review Council orchestrates a multi-model code review workflow to provide a structured, comprehensive assessment of a pull request (PR) and related work for faster, higher-quality decisions.

- Phase 1: Briefing Pack - auto-detect the PR from the current branch, build a self-contained briefing containing PR metadata, linked issues (and their full bodies and comments), the full diff (merge-base diff), a changed-files list with change types, and commit messages.
- Phase 2: Parallel Assessment - dispatch 15 agents in parallel across 5 dimensions and 3 models to generate independent findings for each aspect of the PR.
- Phase 3: Consolidation - deduplicate, classify by impact, rank findings, and present a single, actionable report to stakeholders.
