If complete planner evidence already exists, the executor may locally re-pin within the evidenced interval and must record degraded_local_repin plus the external error. Missing evidence blocks the segment rather than fabricating content.

Why does final delivery validation fail even though the video file exists?▼

Delivery requires every QA check to pass: full decode, duration and frame-count agreement, loudness and true peak, black/freeze/silence detection, seam inspection, subtitle placement, and highlight checks. A playable file alone is not sufficient.
