Why does the ralplan stage not skip even when plan files exist?▼

Ralplan skips only when both prd and test-spec artifacts exist and durable consensus evidence shows Architect approval followed by Critic approval. Plan files alone are not consensus evidence, so missing or non-approving reviews keep the stage active or fail it explicitly.

Can I still use Ralph in a pipeline?▼

Ralph is available only through explicit legacy or custom pipelines via the team-exec and ralph-verify adapter stages. It is not part of the advertised default Autopilot loop, which delegates durable execution to Ultragoal.
