What problem does it solve?

Finalize phase ensures code quality through review, adds tests if needed, creates documentation, and commits all work. This is the only phase where tracking files are committed.

• Delegates pre-test code review to the code-reviewer (Opus) and ensures all feedback is implemented
• Applies mandatory changes via fixer or scribe and ensures no changes are skipped
• Writes missing tests if they were not created during Build, then runs the full test suite
• Coordinates documentation updates (doc-writer/Haiku) for public-facing or internal features
• Updates changelog and stage tracking to reflect Finalize completion
• Orchestrates end-to-end finalization for epics and stages, including tracking and commits
