What problem does it solve?

Add or update notes in a local notes database. If the database doesn't exist, it will initialize it automatically to keep notes organized from the start.

• Create a new note under a topic, or update an existing one, with automatic database initialization if missing.
• Manage a topic-based index that tracks available notes and keeps content synchronized.
• Reads a notes-config.yaml for configuration, including the notes_path (with expansion of ~ and relative paths) to determine where to store notes.
