What problem does it solve?
Implement code for a feature from its task list or design. Use when the proven-needs orchestrator determines that a feature needs code implementation. Operates within a single feature package at docs/features/<slug>/. Reads the feature's tasks and design to produce working code, one phase at a time. After each phase, verifies the build, commits, and asks the user before proceeding.
