This Skill automates and enforces milestone lifecycle management so teams can accurately determine when a milestone is complete, generate consistent completion summaries, and archive phase artifacts without manual file juggling or inconsistent reporting.

• Milestone Definition & Validation: Auto-propose milestone groupings from ROADMAP.md phases, validate ranges for gaps/overlaps, and write a standardized ## Milestones section.
• Completion Checks & Summaries: Verify all phases and plans are complete, aggregate quantitative metrics (plans, requirements, file counts), and produce .planning/milestones/MILESTONE-{N}.md summaries.
• Archiving & State Updates: Move phase directories to .planning/archive/milestone-{N}/, update ROADMAP.md and STATE.md to reflect Archived status, and handle partial archives and permission errors.
• Use Case: When preparing a release, run the milestone completion flow to confirm all phase work is finished, generate metrics-backed summaries for stakeholders, and archive completed phase artifacts.
