What do the plan and trace flags do in issue ingest?▼

Missing required fields are flagged as [NEEDS REPRO] in the Intake Note. If the noRepro flag is set, the reproduction verification step is skipped and the protocol proceeds with the available information.

Does the generated spec include implementation details?▼

No. The spec describes what users need and why, never how to implement. It excludes technology stacks, APIs, and code structure, and every functional requirement must have an independent verification path.
