What problem does it solve?
Coordinates and enforces phase-driven epic and stage workflows to ensure disciplined task delegation and session management across Design, Build, Refinement, and Finalize.

- Phase routing: detects current phase and invokes the corresponding phase skill (design, build, refinement, finalize) to drive work.
