How do I run a multi-agent council deliberation on a question?▼

Invoke /swarm council followed by your question, optionally with --spec-review for spec review mode. The architect runs a web research phase, dispatches generalist, skeptic, and domain expert agents in parallel, reconciles disagreements, and returns a synthesized cited answer.

What agents participate in the General Council?▼

The council consists of three fixed agents: a generalist, a skeptic, and a domain expert, each with a hardcoded memberId and role. They analyze the question independently in Round 1, then only disputing agents are re-delegated for a Round 2 reconciliation.

Why does the council say it is not enabled?▼

The council requires council.general.enabled set to true and a search API key (TAVILY_API_KEY or BRAVE_SEARCH_API_KEY) in the global ~/.config/opencode/opencode-swarm.json or project .opencode/opencode-swarm.json config. Without both, the protocol stops before dispatching agents.

Does the council modify code, plans, or specs?▼

No, the council mode is strictly advisory and does not modify code, plans, or specs. Its output is a synthesized answer for the user, or advisory input for a spec being drafted in spec_review mode.

What happens when council agents disagree?▼

When convene_general_council reports disagreements, only the disputing agents are re-delegated with the opposing positions for one Round 2 reconciliation. Persisting disagreements are presented honestly in the final answer with the strongest version of each side.

Can the council answer time-sensitive questions without search results?▼

No. For current, latest, pricing, legal, or otherwise time-sensitive questions, the research phase must produce usable current sources before dispatch. If web_search fails, the protocol surfaces the failure to the user instead of dispatching ungrounded agents.
