This Skill convenes a fixed three-agent General Council (generalist, skeptic, domain expert) that researches the web first, deliberates in parallel, reconciles disagreements, and returns a synthesized advisory answer. ## Core Features & Use Cases - Curated Research Phase: Runs targeted web_search queries with freshness and temporal-intent metadata before any agent is dispatched, blocking ungrounded answers for time-sensitive questions. - Parallel Multi-Agent Deliberation: Dispatches generalist, skeptic, and domain expert lanes asynchronously, then routes disagreements back for one targeted reconciliation round. - Consensus-First Synthesis: Produces a final answer that leads with consensus, honestly presents persisting disagreements, and cites the strongest sources. - Use Case: Ask "/swarm council Should we adopt post-quantum ML-DSA signatures now?" and receive an evidence-cited advisory answer reflecting three independent expert viewpoints. ## Quick Start Invoke the council by typing /swarm council followed by your question, optionally adding a preset or the spec-review flag.

Invoke /swarm council followed by your question, optionally with a preset or --spec-review flag. The protocol runs a web research phase, dispatches generalist, skeptic, and domain expert agents in parallel, then synthesizes their responses into a cited answer.

What agents participate in the General Council?▼

Three fixed agents participate: council_generalist, council_skeptic, and council_domain_expert, each with a hardcoded role in its system prompt. They analyze the question independently in round 1 and only disputing agents are re-delegated for a round 2 reconciliation.

Why does the council say it is not enabled?▼

The council requires council.general.enabled set to true and a configured search API key (TAVILY_API_KEY or BRAVE_SEARCH_API_KEY) in the global ~/.config/opencode/opencode-swarm.json or project .opencode/opencode-swarm.json. Without both, the protocol stops before dispatching agents.

Does the council work for time-sensitive questions?▼

Yes, the research phase uses web_search with freshness metadata and must produce current sources for time-sensitive questions before dispatch. If search fails for such questions, the protocol stops and surfaces the error instead of dispatching ungrounded members.

Can the council modify code or plans?▼

No, the council mode is strictly advisory. It does not modify code, plans, or specs, and does not block other workflows; its output is a synthesized answer for the user or for a spec being drafted in spec_review mode.
