• List & inspect: Enumerate backlog items by status and surface id, title, priority for triage.
• Controlled promotion: Promote a captured backlog item into an active task via the /task-create protocol, preserving traceability between backlog and task.
• Use case: Quickly jot down an idea during a design review, then later promote that entry into a tracked task with priority and context for the next sprint.

Use the backlog-task skill to capture "Add caching to API" with priority A and tags cache,performance and later run promote BACKLOG-YYYYMMDD-001 to convert it into a task.
